Sinclair Dalby Limited was founded in 2011 in Bath by Rob Sinclair and Chris Dalby. Chris has since retired, and Matt Silverwood — who has been with the firm since it began — has joined Rob as Director. Today the practice combines senior surveying expertise with dedicated planning and project-coordination capability, focused on telecoms infrastructure and renewable energy.
Sinclair Dalby was established in 2011 by Rob Sinclair and Chris Dalby to bring together deep telecoms-sector knowledge and rigorous chartered surveying practice within a single, independent firm. Chris has since retired, and Rob has been joined as Director by Matt Silverwood, who has been part of the firm since its formation. Around that core, the team has broadened over time — adding dedicated planning, surveying and project-coordination capability so that we can support clients across the full lifecycle of a telecoms or renewable energy site.
The practice deliberately stays focused. We don't try to be all things to all clients; instead, we go deep on the two sectors we know best, and on the five services where we can genuinely add value. That focus is what allows our team to provide clear, confident answers in areas where wider-scope practices often defer.
Rob Sinclair has worked in the telecoms sector for more than 30 years, beginning his career at Vodafone in 1993. He has experience on both the operator and supplier sides of the industry, giving him a uniquely rounded perspective on how decisions made at one end of the chain land at the other. As a RICS Registered Valuer, Rob has significant recent experience valuing telecoms sites — including in light of the Digital Economy Act 2017's impact on valuation processes — and has also valued compensation rights for electricity equipment installed on residential property. He is an Accredited Mediator (Align Mediation) and has used those skills to resolve telecoms-related disputes. More recently, Rob has applied his expertise to the Renewable Energy sector, helping clients navigate site acquisition, planning and valuation challenges on wind, solar and battery storage schemes.
Matt Silverwood is a Chartered Surveyor with over 25 years experience in the telecommunications sector. Matt initially started in commercial property in 1998 before moving in to telecoms in 2000. Working mainly for the major operators, Matt has a broad experience with new site acquisition, upgrades, lease renewals and estates matters over a large number of projects and clients. He has also previously worked for and on behalf of Tower Companies in relation to site upgrades, project management and site share.

Director at Sinclair Dalby and part of the firm since it was founded in 2011. Works alongside Rob on practice leadership and on senior instructions across telecoms and renewable energy site work, lease matters and client relationships.
As Associate Director, Vicky supports senior leadership on instructions across the practice — taking responsibility for delivery on key client accounts, mentoring members of the surveying and planning team, and helping shape how Sinclair Dalby develops its telecoms and renewable energy capability.
Rowena leads town and country planning work at Sinclair Dalby — preparing planning strategies, drafting and submitting applications, engaging with local planning authorities and managing applications through to determination on telecoms and renewable energy schemes.
Martin works on the firm's surveying instructions — including site identification and survey, acquisition and option negotiation, lease review and ongoing estate management work for telecoms and renewable clients.
Veronica supports the practice's day-to-day surveying workload — handling site enquiries, acquisitions, lease and rent matters and stakeholder liaison on telecoms and renewable energy instructions.
As Project Co-Ordinator, Debbie keeps instructions moving — tracking site progress, coordinating with operators, developers, landowners and legal advisors, and making sure deadlines and deliverables are met across multiple concurrent projects.
